Celes was originally closed by Fay D Flourites magic, but some unknown Queen asked yuuko if there was a way to restore it, in cost of traveling through the cage and using the queens magic to open the city back up and repopulate it, she sacrificed one of her children, samantha. As well as Samantha's twin's mortality.
